What the precinct is this doodad?

I'm going to guess, based on no experience or knowledge whatsover. I see the DEP symbol and it resembles a chemical detector, at least the top part does, so I'll guess a
chemical detector and possibly a radiation detector also. Here's pics of two chemical detectors:

yeah, i've seen those at grand central, the port authority and penn. some are marked as 'air quality regulators' or similar.

I saw the craziest thing ysterday. Going down 5th avenue was a DEP truck with sirens all over the sides, followed by a DEP SUV with sirens, followed by a giant black DEP firetruck sort of thing with no ladders, followed by another DEP SUV, followed by what almost looked like a DEP mail truck with sirens on the side.

I'm guessing some big terrorist funding just went through or we are about to get some sort of terrorist warning. Probably the latter since the election is about to happen.

Crazy! I think this is a portable generator with light outputs. I've used these things at camp- in the wilderness. They're like battery chargers- they suck unused energy from external outputs for portable currency. You can run surge lights off them for shows.

Though the DEP stickers- not sure about that. If they read "air quality regulators" then.. yeah, that's probably their job.

Crazy! I think that is a portable automatic pizza making machine. You just put in the raw ingredients and out comes a perfect, fully-baked pizza pie!

On NPR this morning they were discussing closures in the city today for the debate, which they said is at Hofstra University. So this is probably extra security for that.
