That's because you are not a calendar admin. From the front page:
If you would like to add public events to the calendar, DO NOT SEND THE EVENT TO ME. Instead, register for the message board and then e-mail me to tell me your login name and that you want to add events to the calendar. I will then give you access to add events to the calendar.
